however received the enclosed letter signed by four members

of the Executive Council. The matter was mentioned in Council

when the following facts were stated.

Mr. Crow was appointed on the 11th. June, 1894, to

undertake the inspection and disinfection of plague stricken

houses and houses in an insanitary condition. On the 13th.it

was found that Mr. Crow had done no duty and on inquiry he was found in his quarters in a helpless state from drink. He was

in hospital from the effects for some little time, and the duty was assigned to Mr. Browne who performed it. After Mr. Crow came out of hospital he was employed in the disinfection of insa- nitary houses and sampans until the end of July and in common with the other members of the public service employed on this duty received a medal,
